On DDA table today: A land pool policy to involve pvt firms
Land pooling is being seen as an alternative to land acquisition by government agencies. It is based on optimum utilisation of available resources, both public and private, in land assembly, development and housing.
According to sources, three models for land pooling were considered by the Urban Development Ministry relating to basic terms and conditions for the policy and one of these is going to be tabled for final approval. “This policy will replace large-scale acquisition of land and help make farmers and owners partners in the development process,’’ a DDA official said.
With land acquisition becoming difficult, the Ministry had asked the DDA to fast track the process of finalising land pooling policy rules of minimum project size to enable a developer to get approval for starting a project. “The final terms and conditions will define the sharing basis between the various parties such as the private party and DDA,’’ the official said.
According to the DDA, the future of the proposal to build sub-cities as per the Delhi Master Plan 2021, and what shape these eventually take, will depend on the final policy adopted for acquiring land in the city. “The policy will also help in stabilising property prices in Delhi,’’ the official said.
Besides this, the DDA budget is also going to be tabled at the Tuesday meeting. “This budget will lay emphasis on construction of low-cost housing, urban development, roads and bio-diversity parks in the city. Redevelopment of markets such as Basant Lok and Neeti Bagh is also on the cards,’’ the official said. Several amendments under the Master Plan 2021 review are also going to be tabled for approval.
