No new vehicle can hit the road without secure number plate: SC
A bench led by Justice Swatanter Kumar took note of media reports and the mention by senior advocate Ranjit Kumar that HSRPs were not being fixed despite the fact that lakhs of high security plates had been readied. The lawyer said non-cooperation by car dealers was causing inordinate delay.
The bench ruled that no new vehicle will now be delivered by a dealer without affixing the HSRP. It made it clear that if a dealer allows a new vehicle without the plate to come on road, its chairman-cum-managing director (CMD) or MD or manager, whosoever is in charge, will be liable for contempt of court.
The court said contempt action will be initiated against them for violation of the February orders directing all states to implement the scheme. For Delhi, the deadline to affix such plates on all new vehicles was April 30.
The bench also asked the Delhi Joint Commissioner (Traffic) to carry out a full-scale drive and slap adequate penalty on all new vehicles on road without HSRPs.
It asked the Transport Commissioner to submit details about the plates which were ready but had no takers.
