Telangana Chief Minister K Chandrasekhara Rao is headed for showdown with the central government over the latter’s decision to hand over control of Hyderabad’s law and order to the Governor.

Rao has asked Chief Secretary Dr Rajiv Sharma to write to the Centre saying the state won’t implement the order to hand over control of law and order — which is a state subject — to E S L Narasimhan, the Governor of both Andhra Pradesh and Telangana.

He accused Prime Minister Narendra Modi of behaving like a ‘fascist’ for infringing on the Constitutional rights of the state and threatened to call a meeting of CMs of all non-BJP states to protest. Rao has also asked his Telangana Rashtra Samiti (TRS) MPs to raise the issue in Parliament on Monday.

A four-page letter written by S Suresh Kumar, Joint Secretary to the Ministry of Home Affairs, says the law and order situation and the safety and security of the people of both states will remain a matter of concern for the Centre till the states become fully functional.

Quoting from the Andhra Pradesh Reorganisation Act, 2014, the letter says the Governor has special responsibilities with respect to law and order, safety and security, vital installations and the management and allocation of government buildings in the common capital Hyderabad.

It further said the Governor will have the power to seek any record or decision of the Council of Ministers, and that the Police Commissioners of Hyderabad, Cyberabad and the SP of Ranga Reddy district must furnish reports to the Governor regarding the law and order situation.
