HUDA agrees to ‘dummy draw’ of lots for Khemka
The Haryana government conveyed this to the Punjab and Haryana High Court on Friday during the resumed hearing of a petition filed by Khemka. A division bench headed by Justice Jasbir Singh then asked Khemka’s counsel whether the said offer was acceptable to the IAS officer.
After Khemka agreed to the proposal, the court disposed the IAS officer’s petition and ordered Haryana Urban Development Authority (HUDA) to conduct dummy draws for Palwal and Bahadurgarh to consider Khemka’s claim.
On the last date of hearing the court had issued contempt notices to two Haryana officials after Khemka alleged that he was denied his rightful claim to apply for the plot and was unsuccessful in the draw of lots in the two districts as he was put in the general category and not under the government quota.
Alleging arbitrariness against Haryana, Khemka had claimed that pursuant to an advertisement issued by the HUDA in 2010, he had applied for a plot under the serving government employee quota in three districts — Faridabad, Palwal and Bahadurgarh. He had also alleged that the HUDA authorities informed him of his application’s status on June 29, days after the draw of lots in Palwal and Bahadurgarh
