The Uttar Pradesh cabinet on Thursday gave its consent for issuing a letter of indent to Hewlett-Packard for the supply of 15 lakh laptops that are to be distributed to the 15 lakh students who have passed out of class 12 this year and have taken admission for higher studies. HP bagged the contract after it had quoted the lowest price of R19,058 for every laptop including taxes.

The other companies that had bid for the tender included Acer, HCL Infosystems and Lenovo.

The laptop-to-students promise was part of the Akhilesh Yadav government’s poll manifesto.

However, while the Uttar Pradesh government had made a provision for R2,400 crore for buying laptops in its budget in 2012-13, HP's quotation of R19,058 will cost the government approximately R3,000 crore. “The award to HP will call for a reappropriation that would probably be done in the next budget,” said an official.
