Haryana to crack whip on building bylaw violations at change of land use sites

Having been in the eye of the storm over its alleged soft attitude towards the change of land use (CLU) licencees, the Haryana town and country planning department has decided to tighten the noose around CLU holders over violations of building bylaws.

The department has decided to collect digitised details of CLU sites to pinpoint the violations. To achieve the purpose, it has already provided digital cameras to field officers, who have been asked to penalise violators.

The Bhupinder Singh Hooda-government has issued several CLUs and the department has been accused of turning a blind eye to violations. Since CLUs are usually issued either to affluent investors or to influential persons, rules are violated with impunity. Though dozens of complaints are pending with the department, no action has been being taken as field officers fail to submit reports.

Recently, the government had asked the field officers to submit all their reports so that action can be taken against the guilty. The department, in a order, had stated that it has been observed that field and circle offices send reports on CLU applications in regard to unauthorised construction at sites by duly indicating on the site and building plans. “In case, the competent authority decides to grant CLU permission, applicant is asked to demolish the non-compoundable construction within 30 days...” it added.
