The Haryana Government has formulated a policy for setting up of Boarding/Guest Houses in residential sectors. The Town and Country Planning of the State has formulated the policy. Incidentally, the Punjab and Haryana High Court has slammed the Chandigarh Administration in 2009, forcing it to scrap its similar sounding “Bed and Breakfast” scheme.

A spokesperson of the TCP, said, “permission for setting up of Guest or Boarding House would be given to those buildings which were constructed at the site. Permission shall also be given to unbuilt or undeveloped or non-constructed allotted plots in area of HUDA or Licenced area, if the owners produce allotment letter and/or conveyance deed. In case of unacquired pockets, the applicant may apply for seeking Change of Land Use (CLU) permission on prescribed Form CLU-I alongwith scrutiny fee at a rate of Rs. 10 per square meter. The site should be located on the sector road with service road where the land for sector road is acquired and the service road is functional. The owner of the building is liable to seek permission from Competent Authority of Department of Town and Country Planning to run Guest or Boarding House in a developed sector of HUDA or colonizer allotted residential plot where internal services are laid by HUDA/coloniser”.
