Governor returns Uttarakhand cooperative societies Bill

Governer Aziz Qureshi has returned the Uttarakhand Cooperative Societies (Amendment) Bill, 2012 which seeks extension of the tenure of administrator appointed by the state to run cooperative bodies. The Bill was passed by the assembly and sent to the Raj Bhavan for Governor’s assent in December.

This is the first bill which Qureshi, who joined as Governor on May 15, 2012, has returned. “Governor’s message is that the Bill should be reconsidered by the assembly. He feels that the Bill is not in tune with the Constitution (Ninety-seventh Amendment) Act, 2011,” a source in the state government said.

Cooperative Minister Yashpal Arya confirmed that Raj Bhavan has returned the Bill. “I am away from the capital. After my return, I will discuss the issue with the Chief Minister Vijay Bahuguna, besides the officers of my department,” Arya told The Sunday Express over phone.

He said his department will shortly be undertaking the exercise to hold the elections of cooperative bodies at the earliest possible.

The development came as a surprise for the ruling Congress in view of the Governor’s concern over the implementation of Constitution (Ninety-seventh Amendment) Act, 2011 in the state. “He is right in his decision to avoid giving assent to the Bill,” a senior bureaucrat said.

He said the Act lays down a maximum of six months during which board of directors of a cooperative society can be kept under supersession or suspension. He added that the Centre had earlier written to states to amend their Cooperative
