THE Govandi police has filed an FIR against the current and former in-charge of Navjeevan Sudhar Kendra in Mankhurd after a Bombay High Court-appointed panel, set up to probe allegations of sexual abuse, called the shelter home for women a “living hell.”

The accused, superintendent Shobhana Dighe, ex-superintendent Shobhashelar N and three others, have been booked for alleged negligence and mistreatment of the women living there.

The police have also included an additional charge of rape against unknown persons in the FIR. The accused have been booked under sections 376, 450, 201, 504, 506, 509 and 34 of the Indian Penal Code. A division bench of Chief Justice Mohit Shah and Justice Nitin Jamdar had ordered the setting up of a committee on November 5 while hearing a suo moto petition taking cognizance of a newspaper report on the issue.

Thereafter, the committee constituted by the Bombay High Court comprising SP (traffic) Rashmi Karandikar and psychiatrist Harish Shetty had filed a report with their observations on November 23 severely criticising the home.
