For announcing your services you could use publications such as: Industrial Product Finder. The limitation of such publications, however, is that they might not be read by people who are decision makers with in the targeted organisation.
Another option is advertising in business papers. But to reach out to your targeted audience the best way is through trade fairs.
For engineering you may participate in the India Engineering Trade Fair and also select a specific fair relevant to your targeted customers eg of electricals or auto.
For international marketing you could decide to participate in Hanover fair, which is held in Germany during April every year. My suggestion would be begin from domestic market through Indian trade fairs and enter exports after a few years of experience.
