Ensure discipline, Chidambaram tells troops in J-K

Srinagar: With the agitation over the rape and murder of two women in Shopian, allegedly by the security forces, still fresh, Union Home Minister P Chidambaram on Thursday asked senior officers of the forces to ensure that field officers and jawans strictly adhere to Standing Operating Procedures (SOP) and Code of Conduct for the uniformed forces.

Chidambaram was speaking with senior Army, police, BSF, CRPF and Intelligence officials at a meeting of the Unified Command headquarters, that he jointly chaired with J-K Chief Minister Omar Abdullah. The Home Minister arrived here on Thursday on a two-day visit. The meeting also discussed re-orientation of troops in the state, law and order situation especially in the aftermath of the Shopian incident, the Amarnath Yatra arrangements and development issues, a spokesman said.

As the demand for revoking the Armed Forces Special Powers Act (AFSPA) gains momentum following the Shopian incident, Chidambaram assured the J-K Government that the modalities of re-orienting the troops would be sorted out step by step. He said the Centre is behind the J-K Government in its endeavour to create a stable and secure environment that is a prerequisite for development.

Stating that the duties assigned to the security forces and the police are well-defined, the Home Minister said that while Army and paramilitary forces are tasked to perform security-related duties, the State police should perform all the essential police functions relating to maintenance of law and order.

Speaking at the meeting, Chief Minister Omar Abdullah said his Government attached highest importance to the protection of human rights. He said directions have been given to all concerned to uphold human rights under all circumstances.

Who exactly has dcan define the authority of government on Security forces and that of security forces on operative mechanisms? Who does Mr. Chidabaram think he is? To hell with the policies of Indian Government. To withdraw or to not withdraw should be a decision of General Kapoor, the Joint Staff commitee and the President. These ministers in their comfort-driven lives should be made to understand their realities berfore going ahead with their megalomania.

First of all Mr Chidambaram has to prove that he has won the recently concluded Lok Sabha election from Sivaganga Contituency fairly, we dont believe in the result that was declared after a mess up of announcements. Let him ask his concience that whether he has won fairly or was influence used to declare the result .Till such time we dont believe in what he says whether is the Home Minister or any one else.We the people from Sivaganga feel ashamed of him.

it is extremely sad taht Rape and Murder happened to young women. a compleate possibly a public inquiry should be done . if the army jawans are really culprits ther should not be any hesitation to throug the law at them andpunishthem. if it is proved that one or both crimes(rape and murder) are done by different two groups all should be punished( hypothetcally say army men raped and relatives or local peoplekilled the women )that is why a public inquiry is necessary so that nobody says there is a coverup.locl police force should be increased in no and border security taken off the streets as conditions imrove.this is also a good way to get local people get gainfully employed and they can also make sure the local population keeps up the pease.. in democrasy ther is no need for violent agitation, intimidation to close shops . so a massive recrtment of young men and women willing tio join the policw force and the should betrined in the best police schools

Without defending rape and murder, it would not out of place to advise politicians and bureaucrats, sitting in their a/c offices, to think about young, able bodied and hormone forced police and para-military forces, who have to stay away from their families.They too have their physical needs, which if not met can create aberrations and frustrations.

The democratically elected Govt. in Kashmir do not have any role anywhere except pushing the state back to stone ages. There are there to show the world that we have elected leadres who are making key decisions. As such we have a group of kashmiri polticians who are driven by opportunism, selfishness and greed. The real policy makers are beaurocrats in Delhi's North bolc, NSA etc and it is run by governor and chief of Northern command. CM, PM, MOH have no role. It hardly mmatters who is in power in Delhi or in Kashmir.

I agree with Jay, in addition I would like to say who so ever is having any problems with calling himself indian...has full rights to leave the country and take another citizenship.Mr. chidambaram is very good when it comes to vocabulary, its needs nerves of steel to act and solve the issues which unfortunately our Home Minister is not having, he asked for 150 days for 26/11 investigations and actions... no report for the same till now.I think he will be better off strengthening the internal security and set some SMART goals !!

from 20 yrs on army ,paramilitary forces as well as militants all are killing innocent people in jnk and there is no stop to gang raping arson and loot by all more so by security forces . what shameful act to cite an example is killing of four twelve yr old boys by regular army what happened to that so called probe . it time to settle kashmir dispute for ever so that we can also live with peace and prosperity.
