When IT minister Kapil Sibal was announcing the department of electronics and IT’s agenda for the next one year, a reporter asked him how he planned to make roaming free this year as he had earlier promised to do. To this, Sibal replied: “When I say roaming is free, it is free. My definition of free, I'll give you later.”
