Delhi wants Centre to approve transport Bill

In a letter to the Home Ministry, the Delhi government has urged the Centre to approve a draft Delhi Urban Mass Transit Authority (DUMTA) Bill, 2010, which seeks to regulate all decisions on city traffic, transport and roads. Sources in Delhi government said if approved, the Bill might be introduced in the upcoming budget session after further consideration.

Transport Minister Ramakant Goswami wrote to Home Minister Sushil Kumar Shinde earlier this week. Sources said the letter referred to the DUMTA Bill, 2010, which was drafted on Home Ministry’s advice. “Then Home Minister P Chidambaram suggested we set up DUMTA and the council of ministers had come up with a draft bill. Since then, there has been no further action from the Centre,” a senior Transport department official said.

If enforced, the DUMTA will include control over the traffic police, a department Chief Minister Sheila Dikshit has long sought control of.

According to sources in Delhi government, DUMTA requires careful planning. “At present, we have the transport commissioner, the DTC commissioner, the Delhi Metro Rail Corporation and the Delhi Integrated Multi-Modal Transit System. We do not want to add to the confusion, but rather solve existing problems. A note regarding the same proposal will soon be prepared,” a senior official said.

A Transport official said: “There is lack of coordination between various agencies, leading to confusion. We believe DUMTA will help in better operations, regulation, development and planning.”
