Day after escape, govt sets up panel to review security at jails, courts

The Rajasthan government has constituted a four-member committee to look into security in jails and at courts in the state after Kailash Jhakar, an undertrial in the Bhanwari Devi case, staged a daring escape on Thursday in Jodhpur.

The Jodhpur police initiated a massive manhunt to apprehend Jhakar, while a case against 15 persons has been registered.

On orders from Chief Minister Ashok Gehlot, a four-member committee including DGP H C Meena, home secretary Ashok Sampatram, DGP (Jails) Omendra Bharadwaj and the ADG (Crime) Kapil Garg, was constituted late on Thursday.

The committee will study the various aspects of Jhakar’s escape and make recommendations to the state government on jail and court security within 30 days.

Jhakar and another accused, Bishnaram Bishnoi, were being escorted back to the Jodhpur central jail from a hearing at the Jodhpur sessions court, when members of Bishnoi’s gang opened fire at the policemen accompanying the two.

While Jhakar managed to flee in an SUV, Bishnoi’s attempt was thwarted.

Committee for safity/security in jails

This is a common problem being faced by almost all the States and UTs in the country. The best course would be to set up courts within the precints of the jails where undertrials could be produced/procecuted. This would save money to be spent on fuel, cost of escorts, time devoted for journies to courts and back, and completely rule out the chances of criminals escaping from custody.
