A Constitution amendment bill providing for quota for SCs and STs in government job promotions was today passed by Rajya Sabha with an overwhelming vote of 206 in the 245-member House.

10 votes were polled against the proposed legislation, which was strongly opposed by UPA ally Samajwadi Party but pushed by another supporter BSP creating a difficult situation for the government.

Those who voted against the contentious Constitution (117th Amendment) Bill, 2012, were nine members of Samajwadi Party and an independent Md Adeeb.

Being a Constitution amendment bill, there was a requirement of the two-third majority, which was easily surpassed as 206 voted in favour in the House, where 216 members were present.

All four members of Shiv Sena, which was also opposed to the Bill, were not present in the House.

The bill, which provides for reservation proportionate to population of SCs and STs, was approved by the Union Cabinet on September 5 against the backdrop of Supreme Court quashing such a decision of the Uttar Pradesh government earlier this year.

Replying to the two-day debate, Minister of State for Personnel V Narayanasamy said the bill seeks to correct the "inadequacy" in representation of SCs/STs in higher positions in government jobs.

To garner maximum support, government incorporated some crucial elements like 22 per cent cap on promotions for which consideration of Annual Confidential Report (ACR) will be crucial.

Reeling out figures, Narayanasamy pointed out that discrimination against the SCs/STs/OBCs continue and they are inadequately represented in the top bureaucracy.

Existing bureaucracy above JS level is already most incompetent and uninformed in the world which is reserved for just 3% of the population.non of the IITs are anywhere in the top 200 list. If reservation for SC/STs is provided in promotions, they will perform better than the existing one like how Dr. Ambedkar wrote the Constitution. Once the SC/STs acquire the MASTER KEY all doors of progress will be unlocked. standard of administration and effective function of all departments, the field of education, efficiency, qualifications, sincerity and time-serving etc is not the personal properties of the traditional angry, jealousy haters of untouchables. They must treat all as equals and become broad minded as US that once again voted Obama as President of US. Like wise the entire People must elect Kum. Mayawati as Prime Minister and prove that we are also broad minded.

This is not good thing that the politicians diviing people based on his cast or religion in a country like INDIA for votes. SC,ST,MUSLIM and OBC already have reservation for Jobs. They want only less mark and have ang relaxation when compare to other people. But peoples in forward cast having no reservation and getting jobs by his own effort. So give promotions based on his qualification,efficiency and sincerity. And not divide people based on his cast or religion ,divide people on his financial background.

No politician is really interested in the welfare or upliftment of our nation or anyone including the OBC, SC, ST. They are only thinking of their own political career/survival.They can change colors like a chameleon at moment's notice, as seen repeatedly in recent happenings in the Parliament. If the inexperienced and incompetent and maybe mentally dull person rises to the top rung of burocracy merely on the basis of his caste and by virtue of reservation, India will be doomed to a terrible destiny. There is no place for efficiency, merit, experience and the meritorious will all be forced to abandon India to greener pastures like rabbits (not rats) leaving a sinking ship!
