China’s political system ‘superior’: CPC

Beijing, Nov 16: China’s ruling Communist party has defended its monopoly on power, claiming that the current political system was “inevitable, innovative and superior”.

“The political party system China has adopted is multiparty cooperation and political consultation under the leadership of the Communist Party of China (CPC),” it said.

In its first-ever white paper on its political party system, the CPC said that the 58-year-old multi-party cooperation mechanism in the country had been proved through practice to be “inevitable, innovative and superior”.

“The system is well suited to China’s conditions, the reality of China’s revolution, construction and reform, and the essential demands of socialist democracy,” the party, which has monopolised political power ever since the People’sRepublic was founded in 1949, said, adding it reflected the fine cultural tradition of the Chinese nation.

As one of China’s fundamental political system, the multi-party cooperation system identifies the status and functions of the CPC and the eight other political parties in the political life of the state, and relations between the parties.

The white paper said the multi-party cooperation system had created a new form of political party system in the world — “a unique system by itself”.

Under the Chinese political system, the CPC and the democratic parties work closely together and supervise each other, instead of opposing each other, with the CPC ruling the country and the democratic parties participating in state affairs according to law, instead of ruling the country in turn, the white paper said.

It noted that over 31,000 non-Communists have assumed fficial positions at the county level and above it by the end of 2006.

In the areas of work, democratic party members and others enjoy decision-making powers and the power to nominate and remove personnel, the white paper released said.

Non-Communists also hold leading positions at institutions of higher learning, people’s organisations, scientific research institutes, and state-owned enterprises, it said, the official Xinhua news agency reported.

In 2007, it said, two non-Communists took up the positions of Minister of Science and Technology and Minister of Health.

Eight minor democratic parties of China are: Revolutionary Committee of the Chinese Kuomintang (RCCK), China Democratic League (CDL), China National Democratic Construction Association (CNDCA), China Association for Promoting Democracy (CAPD), Chinese Peasants and Workers Democratic Party (CPWDP), The China Zhi Gong Dang (CZGD), Jiu San Society and Taiwan Democratic Self-Government League (TSL).
