Lucknow, May 19 : Armed with the advantage of a predominantly young population vis-à-vis the rest of the world and with a view to create a world-class skilled labour force, the Directorate General of Employment and Training (DGE&T) of the ministry of labour and employment is laying special emphasis on the northern region to upgrade the existing government-run ITIs as centres of excellence (COE).
The government aims to produce multi-skilled workforce and impart training courses in sync with the needs of the industry.
Talking to FE on the sidelines of a workshop on upgrade of government-run ITIs through public-private partnership (PPP) for the northern region, Sharda Prasad, DG employment and training said, “We are starting off with the north, as it requires more support vis-à-vis other regions of the country.”
The eight states of the northern region are Uttar Pradesh, Uttarakhand, Rajasthan, Himachal Pradesh, Haryana, Punjab, Jammu & Kashmir and Chandigarh. The Centre has charted a tripartite agreement with the state governments and the chambers of industry to modernise and upgrade the existing state government-run ITIs. It shall provide Rs 2.5 crore to every ITI and help in improving the quality of training with the involvement of stake holders.
“ITIs train manpower for the industry. Therefore, industry chambers are the best to know which trade should be imparted, the kind of curriculum and course and the latest technology that is being used by the industry,” said Prasad.
Prasad said the state government’s role is that of a facilitator. “Under the scheme, the state government, as the owner of the ITI, continues to regulate admission and fees, while the new management will be given academic and financial autonomy . The Centre will provide financial assistance by way of seed money.”
Uttar Pradesh, by far the biggest state in the norther region, has a total of 188 ITI, out of which 30 ITIs have been selected under the PPP scheme, while 9 ITIs have been selected from Uttarakhand, 15 from Rajasthan, 13 from Haryana, 18 from Punjab, nine from Himachal Pradesh, six from jammu and Kashmir and one from Chandigarh.
“Today’s workshop was organised to lay the roadmap as to how to undertake the process and also to address the bottlenecks in its implementation,” said Prasad.
