If they wanted to hold on to the LPG and fuel hike they could have done it until the elections to HP and Gujarat is over. But the country's interest was paramount and therefore, they went ahead and took a decision to put limiting the number of gas cylinders to 6 which has not gone well with me personally. But the subsidy saved can well be used for welfare of the people.
