New Delhi, Oct 28: Anil Ambani-led Reliance Communications Ltd (Rcom) has applied for GSM spectrum even in states where its subsidiary Reliance Telecom Ltd (RTL) is already providing this service.

These states are: West Bengal, Kolkata, Bihar, Himachal Pradesh, Madhya Pradesh, and Orissa. RCom applied for 6.2 Mhz of spectrum in these states, using its unified access service licence on October 19, a day after the department of telecommunications allowed the company to use dual technology on payment of an additional licence fee.

RTL already has 6.2 Mhz of GSM spectrum in these states with the exception of Bihar, where it has 8 Mhz. If the government were to allocate it GSM spectrum under the Rcom licence in these states, RCom would end up getting double spectrum and be able to offer GSM services under two brands. Regulations do not allow cross-holding—one promoter having more than 10% stake in another service promoter in the same state. But Rcom was given a waiver for its GSM and CDMA services in 2003.

RCom has also applied for GSM spectrum in Andhra, Gujarat, Haryana, Jammu and Kashmir, Karnataka, Kerala, Maharashtra, Punjab, Rajasthan, Tamil Nadu, Uttar Pradesh, Delhi and Mumbai.
