RBI asks banks not to levy excessive rates on credit cards

Mumbai, July 24: : Seeking to tighten the leash on credit card issuing banks, the Reserve Bank has asked them not to charge excessive interest rates on personal loans and prescribe a ceiling rate on small advances, a move that will benefit lakhs of card users.

While issuing fresh guidelines for credit card operations, the RBI has also directed the banks not to reject credit card applications of customers without assigning reasons in writing.

The central bank also made it clear that the banks would be liable for misuse of unsolicited cards and "the persons in whose name the card has been issued cannot be held responsible for the same (misuse of credit cards by other persons)."

As regards the interest rates, the RBI said the banks "should prescribe a ceiling rate of interest, including processing and other charges, in respect of small value personal loans and loans of similar nature...the instructions would apply to credit card dues also."

Although the RBI has not specified the limit of the interest rates that can be charged by the banks issuing credit cards, it had earlier clarified that "the total cost to the borrower, including interest and all other charges levied on a loan, should be justifiable having regard to the total cost incurred by the bank in extending the loan."

In case the unsolicited card is activated and misused without the consent of the recipient, RBI said issuing bank would be required to reverse the charges and pay a penalty to which would be twice the amount of the charges reversed.

The central banks issued the guidelines on Thursday based on a study of credit card operations in the backdrop of complaints received by the RBI and Banking Ombudsmen.

am holding Stan.Chat and ABN credit cards and have been paying the bank for the last one and ahalf year when asked to the bank they told if you dont pay for 2 months the fine and other %ages lubed back to a huge amount. This is gone beyond my capacity to pay as I have no job and have no other financial support and am the only child of 70yrs old retired parents who get hand to moutn expence monthly cant ask them too. Due to my health condition I am adviced to rest for few months. WHAT DO I DO AND WHOME DO I APPROACH TO CUT DOWN ALL THOSE COSTS WHICH I NEVER USED AND AM PAYING WHICH I DONT WANT TO? Please help these cards are inactive since 2004. The creditors are calling my old tenant whome I left 2 years back and are making abbusive calls and threating them for no mistake of either of us. So far to my knowledge I have paid 60% more than what I have used and am paying only the fine and interest on my card though their status are INACTIVE. Also i repeatedly requested for settlement or EMI pay for which they have not called back nor responded till date.PLEASE HELP ASAP. ITS KILLING MY HEALTH

RBI SHOULD PRESCRIBE CEILINGS FOR INTEREST RATES AND PROCESSING FEE.Else banks will resort to michief again as in the past.Trust RBI to give vague and unspecific guidelines.It is its hall mark to be vague.

This move by RBI is welcome though it has come late. RBI needs to review it periodically on its own rather than after receiving complaints. Penalities should be even harsher than the proposed one.
