Ministry sluggish on major ports development plan

New Delhi, Sept 18: The government is yet to start the process of hiring consultants from abroad for expert inputs to improve the port capacities. Sources said the shipping ministry is still on the lookout for consultants.

The inputs when received would be included in the 20-year perspective plan for development of 12 major ports. The ministry is supposed to prepare the plan by February 2006.

The Planning Commission in tandem with the committee on infrastructure, headed by the Prime Minister, had envisioned the plan and announced its deadline, after the committee’s meeting in May this year.

As part of the plan, all the 12 ports were to submit individual reports to the ministry on how aspects like port connectivity through road and rail, land usage and geographical features of ports would undergo changes in 20 years. Once collected, these reports would serve as the basis for the foreign consultants to give their inputs.

The perspective plan will be a kind of a visionary document for the entire shipping sector.

As of now, the ministry has received these reports only from a few port trusts. This exercise, sources said, should have been completed long back. Even ministry officials agree that they are running behind schedule and said that they are bound to honour the deadline of February 2006 for preparation of the plan.
