New Delhi, November 20:: The employment rate of disabled people, among the most excluded in the Indian job market, has declined to 38 per cent in 2002 from 43 per cent in 1991, according to the World Bank.

With better education and more access to jobs, India's 40-90 million disabled people would generate higher growth and thus benefit the country as a whole, the Bank said in a report.

Concerted efforts by the government, civil society, private sector and disabled people themselves were needed to release the untapped potential of this large group of citizens, it noted.

The report entitled 'People with Disabilities in India: From Commitments to Outcomes,' said that as the country makes economic progress, the incidence of communicable disease- induced disabilities such as polio were likely to fall, whereas age and lifestyle-related disabilities and those due to traffic accidents are expected to rise sharply.

The report highlights the need for a multi-faceted approach so that disabled people realise their full individual potential and maximise their social and economic contribution to society.

"People with disabilities are subject to multiple deprivations with households with disabled members being significantly poorer than average, having lower consumption and fewer assets," the report said.

Also, children living with disability are around 4 to 5 times less likely to be in school than children from Scheduled Tribes and Scheduled Castes, as per the World bank report.

"India has an impressive set of policy commitments to its citizens with disabilities," World Bank India Director Isabel Guerrero said.
