Chandigarh: The Haryana government will soon come out with a policy on public private partnership (PPP) model so as to promote and facilitate implementation of projects in various sectors like infrastructure and agriculture.
“The entire legal framework with regard to PPP policy is ready to facilitate implementation of projects. The policy requires approval of the Cabinet, which is expected in the next meeting,” Asian Development Bank (ADB), (PPP expert) A P Bahadur said. Experts from the ADB have contributed for preparing the policy to encourage PPP as the preferred mode of execution and operation of state projects. Under this policy, a PPP cell would be created, headed by a nodal officer to oversee and guide state departments for implementation of projects.
Haryana is in the process of implementing 45 projects in roads, bridges and tourism sectors through the PPP mode, which are expected to get a boost with the new policy. In the farm sector, the policy will focus on attracting private investments in areas like refrigeration, trucking, market access and wholesale marketing to make these operations more efficient. The policy will also focus on implementing projects in the social sector like education and health on the PPP mode to improve delivery system and bring in efficiency in services.
