Govt okays 21% pay hike; arrears from ’06

New Delhi, August 14:: The UPA Government on Thursday announced an average increase of 21 per cent in salaries of over 50 lakh government employees with effect from January 1, 2006, adopting the Sixth Pay Commission recommendations.

The wage hike would increase the financial implication for the Centre by Rs 17,798 crore annually and the arrears with effect from January 2006 would cost Rs 29,373 crore, Information and Broadcasting Minister P R Dasmunsi said after the Cabinet meeting.

The government increased the minimum entry level salary of a government employee to Rs 7,000 against Rs 6,660 recommended by the Commission headed by Justice B N Srikrishna who submitted the report in March this year.

Consequently, it would push up the total emoluments of an employee at the lowest level beyond Rs 10,000 per month including allowances.

It also increased the rate of annual increment from 2.5 per cent to 3 per cent.

In the defence sector, it approved at least three assured promotions for all defence forces personnel and civilian employees under the modified Assured Career Progression scheme.

While civilians would get this after 10, 20 and 30 years of service, defence forces jawans would be promoted under ACP after 8, 16 and 24 years.

The hiked salary would be given to the employees beginning September this year and the arrears from January 2006 would be given in cash in two installments -- 40 per cent this fiscal and 60 per cent in 2009-10.

The financial implication of Pay Commission on the General Budget would be Rs 15,717 crore and Rs 6414 crore on Railway Budget in 2008-09.

The government's present salary bill is over Rs 70,000 crore and the pension bill is over Rs 30,000 crore.

Finance Minister P Chidambaram said the budget deficit target would be adhered to, despite the implementation of the Pay Commission recommendations.

The government for the first time approved Military Service Pay for armed forces personnel, under which officers would get Rs 6,000 over and above their pay per month.

The lowest limit of disability pension for defence personnel would be doubled to Rs 3100 a month.

i got prematured retired on 01 apr 07 after cpmpleting 16 yrs of service in army as hav/clk. recently i am getting 2657/pm pension. let me know approx pension to be granted and also about total arrears

BSF, CRPF, ITBP are such Para Military Forces which always remain on the border in the remotest corners in mountainous, sand-duned, ravinous,slushy and salty landwaste areas or in antimilitancy operations.They face one type or other of 'Enemy' everyday of their life. They seldom get chance to stay with family or look after education of their children or look after their old parents.It is the irony of fact that for all purposes of duty and discipline they are Armed Forces of the Union. When benefits or pay commission is concerned they are Central Police Organisations. What a clever jugglery of words! Army officers/ jawans come to border area once in a year for 45 days for training, that too in the backyards.Army has devised a subway for quicker promotions for their men in Rashtriya Rifles whre they go on one rank up promotion, get deputation pay and other benefits in addition to benefits that they get in Army. Army Officers upto 15 years of service seldom get a chance to see the actual border in any part of India. They ask their BSF/ITBP brothren how the border looks like. Even then benefits of separated family allowance, rank pay , Military service pay, disturbed area allowance etc are given only for greens and whites. Minister, please understand this anomaly and do something.

Mr Joseph,I would request you to get your facts right before writing rubbish. Without knowing anything about the armed forces dont pass stupid and baseless comments. I am in army, put in 9 years of service and have spent 6 years in hard field or high altitude. With seven years of marriage I just got a chance to be with my family for 3 years and even in those 3 years the exercise and training took priority. Its not just me, almost 90% of us are undergoing the same. Get your GK correct. The situation in J

I have retired on voluntarily on 15-07-08 and my basic pay was Rs.6025/- at the time of V.R. and Rs.5675/- Basic pay at the time 01-01-2006. Please intimate me what Basic pay will be fixed on 01-01-2006, Basic pension and arrears will be paid to me.
