The introduction of CAS in parts of Kolkata and the other metros where the system is still not in place is still a far cry, as the Centre is yet to receive any word from the state government and get views, before issuing a notification for the implementation of CAS in the second phase.
Speaking at an interactive session organised by the Merchants’ Chamber of Commerce (MCC) here on Saturday, chairman of Telecom Regulatory Authority of India (Trai) Nripendra Mishra said that the regulator had already given its recommendation to information and broadcasting (I&B) ministry for the second phase of implementation but the issue was still pending with the Central government.
“We have said in our recommendation that CAS can be rolled out in the second phase within six months in all the four metros, from the date when the Central government comes out with the notification,” said Mishra.
But he added that the Central government is in the process of consulting the concerned state governments, which in turn have appointed independent agencies for studying the proposal before committing to it, a process that is still continuing. “However we have successfully implemented voluntary CAS in some cities with the approval of the I&B ministry. These cities include Pune, Hyderabad and Mumbai,” Mishra said.
