AP mulls unified municipal Act

In a bid to bring uniformity in the governance of the municipal locations in the state, the Andhra Pradesh government has decided to bring out a 'unified municipal Act'.

Speaking at a workshop on "the unified municipal Act both for municipalities and municipal corporations", urban development minister K Ranga Rao said that the proposed Act would enable the government to devolve powers and funds equally among the municipal administrations. "The proposed new law would integrate the existing legislations for better utilization of fund and improving the service delivery," Rao said.

As of now, the urban local administrations in the state are being governed by five legislations (one for municipalities and four for corporations).

Interestingly, the state government is weighing the opportunity to allow full freedom to the municipalities for raising loans to take up development activities in their respective areas. This apart, the proposed new law will guide the municipalities to reform the accounting practices, identifying the sources of income, encouraging the public-private-partnerships, etc.

The Union government has already developed a modal legislation for the benefit of the state government. Under the proposed new law, the municipalities can make their own laws applicable in their respective jurisdictions.
