2G spectrum allocation scam: Murli Manohar Joshi discussed loss figure with CAG officials'
The PAC’s draft report was critical of the roles played by PM Manmohan Singh, Finance Minister P Chidambaram and A-G Goolam E Vahanvati. However, half the members of the PAC, belonging to the Congress and allies, had rejected the report. Joshi submitted the report to Speaker Meira Kumar without signatures on April 30, 2011, but she sent it back to him.
The CAG report, tabled in Parliament on November 16, 2010, had placed the presumptive loss from spectrum allocation between Rs 57,666 crore and Rs 1.76 lakh crore.
But R P Singh told the JPC that the loss figure, in his view, amounted to Rs 36,000 crore. When asked why he had not put on record his disagreement, he said he did not get an opportunity to do so. He said he had made his disagreement known to his superiors — the then Deputy CAG Rekha Gupta and then DG CAG headquarters R B Sinha — in writing.
Regarding the loss figure of Rs 36,000 crore worked out by him, which he sent across to the CAG headquarters, Singh said his calculation related to only the excess spectrum allocated to service providers from 2001 onwards and not for the allocation
