In this Idea Exchange moderated by M K Venu, Managing Editor, The Financial Express, Montek Singh Ahluwalia, Deputy Chairman of the Planning Commission, speaks about reforms carried out by the UPA government and explains why every government action is not a ‘reform’

M K Venu: Are the government’s recent announcements and reforms aimed at lifting economic sentiments?

Montek Singh Ahluwalia: I am glad you made this distinction between announcement and reforms. I think we have got into a situation where people want to interpret whatever the government does as reforms. There are many things that are really pretty obvious and that need to be done but which you don’t call a reform. That’s just functioning.

Sunil Jain: What would you call the diesel price hike? And what about the FDI in multi-brand retail?

Montek Singh Ahluwalia: The diesel price hike is a good move. It is not a reform. It’s a price adjustment which is entirely in line with what we have said. Reform is a big structural thing. FDI (in multi-brand retail) is extending the logic of what we are doing in the last few years to a particular sector.

I think there is lot on the agenda. Some of these will be reforms and others just actions. What has already been done—diesel price hike, FDI in aviation and retail—are necessary and I think they have will have a good long-run effect. Reform/Price rise

Economists can reword Chaos as Natural, price rise is a tendency of inflation, black money and development. Market prices and administered prices run parallel, in certain commodities Govt. has to monitor price and supply. In the absence of conventional fuel such as firewood and charcoal there is no other alternative other than Gas. Imagine the plight of common man.

Price hike in diesel would bring forth acycle of price-rise all around and for an aadm-admi it would become another source of misery since he is already heavilly burdened with sky-high rise of every sort of prices including prices for daily commodities. Price hike in the diesel would crush our poor people who are facing too many hardships to feed their families. Montek's views were criticised by our people when he had put forth a theory that those in India earning around rupees 32 pm are rich, whereas, its hard even to buy anything worth eating in that sum daily! FDI would also crush our average busy community as they won't be able to compete with the big business-magnates like Walmart. Walmart is becoming extremely unpopular in its own country of origin-USA.Besides, it would not be advisable to trust foreign-investers,we have faced similar foreign-invester like the East India CO of UK which had ultimately usurped our country and had made us all slaves; let's not forget that!

Ahluwalia is right when he says raise in diesewl price is good move but not a reform. The Govt. will do well to phase out all subsidies which is the sole cause of our misery.
