Are non-income tax payers required to link Aadhaar & PAN?

As per the announcements made by the ministry of finance, every person who has been allotted PAN as on July 1, 2017 and who is eligible to obtain Aadhaar number shall link the Aadhaar number with the PAN, failing which the PAN would become invalid from the date which would be notified by the government.
What are the rules regarding NRIs obtaining Aadhaar card?

The CBDT has clarified that mandatory quoting of Aadhaar or enrolment ID shall apply only to a person who is eligible to obtain Aadhaar number. The law with respect to Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016) states that only a resident individual is entitled to obtain Aadhaar. Resident as per the Aadhaar law means an individual who has resided in India for a period or periods amounting in all to 182 days or more in the 12 months immediately preceding the date of application for enrolment. The Centre has also recently come up with a notification excluding certain category of individuals like foreign nationals, individuals who qualify as non-resident under Income Tax Act and individuals aged 80 years or more from the requirement of mandatory quoting of Aadhaar.
Further, procedure and document requirements for NRIs and foreigners are same, as for any other resident of India. If any NRI or a foreigner wishes to apply for the Aadhaar card, he has to be physically present at any of the Aadhaar card centres in India.
After linking Aadhaar with PAN, is it mandatory to link Aadhaar will all bank accounts. I do not get any government subsidy or grants?

Banks are not insisting for mandatory linkage of Aadhaar, but are encouraging to provide Aadhaar to avail certain benefits.
