Seeking to address exploitation issues of contractual manpower in government jobs, the 7th central Pay Commission has suggested that the Centre come out with uniform guidelines for such recruitments.

The Commission, headed by Justice Ashok Kumar Mathur, has also recommended that a database be prepared, which can enable the government to tap high-level retirees with deep domain knowledge for contractual appointments.

It noted that losing experienced high-level personnel entails unquantifiable costs as new recruits will require training and on-the-job skills.

The report, submitted to Finance Minister Arun Jaitley yesterday, said the feedback received by the Commission suggests that there is a general consensus that routine administrative jobs in the government can continue to be outsourced.

“In this regard, the Commission is of the view that a clear guidance from the government on jobs that can and should be contracted out would be appropriate,” it said.

While doing so, the concerns of confidentiality and accountability may be kept in view, it suggested.

“To bring about continuity and address the concerns regarding exploitation of contractual manpower, uniform guidelines/model contract agreements may be devised by the government,” the report said.

As per the report, the annual expenditure on contractual manpower in 2012-13 was about Rs 300 crore.

While the expenditure incurred on contractual manpower is less than that of salaries for personnel serving in the government, “they are in their own right significant and also likely to increase in coming years”.

This, the report said, warrants streamlining the existing regime governing outsourcing of contracted manpower, as has also been suggested by some ministries.

With a view to ascertaining retirements that would take place in coming years, the Commission reviewed the data for all ministries/departments in the age group of 50-60 years.

Of the total 33.02 lakh employees as on January 1, 2014, 9.48 lakh persons were in the age group of 50-60, who constituted about 29 per cent of the total manpower.

        I am working in Health Department of Tamilnadu Government on contract basis for more than 12 years. Though I am a differently abled person recruited through District employement Exchange duly following all rules and regulations, seniority, communal rotation etc., my job is not yet regularised. Though the Government has issued G.O. in 2008 for those who have worked (differently abled persons) for more than 2 years my plea is not heared by the Government. Even our Hon'ble CM Dr. J. Jayalalitha has ordered to regularise my services the Government officials are not showing any mercy. M.Palanivel-Namakkal.

                    Nrhm mein job kar ke as lab technician Rs. 7000/- monthly ry like kya marriage wali life ki sakta hu,waise tho lab technician ko pharmacist se Jada risky job hai per wala lab technician se Jada ry pharmacist ko hai 8800 Rs per month.aur har new job or appoint hua lab.technician mulask job karte hai aur pharmacist only routine

                                Since 2002 I hv bn working under naco, postgraduate in sociology working as I/c dpo/dpm at present at dapcu in Arunachal Pradesh. Regarding ry which is being paid to us is so...meagre as compared to other centrally sponsored program in the state. My sincere request to Modi govt is #£ plz.. enhance the ry of contractual employees working under the naco upto 50 percent of which we r getting at present..

                                    Contractual staff share their breads (Roti) with other Indian brethren, it means that in one employee's ry, govt. recruits three more employees. Dr. Manmohan Singh govt. has increased yearly increment to 10% to RNTCP contractual employees in 6th Pay commission, but all of sudden without issuing any office order, RNTCP (Sikkim) slashed it to 5%......more ironical .....RNTCP guideline while recruiting its employees seeks their newly appointed employees to be signed in the agreement where one clause reads so " on satisfactorily completion of one year, the contract is extended to another one year"....But RNTCP (Sikkim) writes on the office order of extension that "You are re-appointed for one year".... one post appointment is done only one time, and that appointment is done only after on successful ping out of written examination and viva-voce, and regular employees give one time interview, and their life settles, but why contractual staff is laden with phobia of expulsion/termination, many interviews...Isn't there Ranacracy in Sikkim????
