Parliament winter session Live Updates: Parliament Winter Session has commenced and today is the third sitting. This sitting of Lok Sabha and Rajya Sabha is being held a day after PM Narendra Modi led the BJP to victories in Gujarat and Himachal Pradesh assembly polls. Meanwhile, RJD MP JP Yadav has already given adjournment motion notice in Lok Sabha over Lalu Yadav’s security downgrade. On the other hand, leaders of Trinamool Congress held a protest at Mahatma Gandhi statue in Parliament demanding the withdrawal of Financial Resolution and Deposit Insurance (FRDI) Bill. As many as 25 pending bills and 14 new ones were expected to be placed in the winter session of parliament. The Union Cabinet has already cleared crucial Triple Talaq Bill. The 21-day-long winter session of Parliament will conclude on January 5. It will have 14 settings.

6.00 pm: The bill meant that the Indian Institute of Management officials can award degrees instead of diplomas to their students from the next session. After the bill was passed in the lower house, HRD Minister Prakash Javadekar had described the Bill as historic, and id that it would help IIMs become quality institutions like the Harvard University.
5.30 pm: Good news for management aspirants as Rajya Sabha on Tuesday passed the Indian Institute of Management Bill 2017.
4.55 pm: Dushyant Chautala today raised the point of depleting water resources as House debates over increasing budget for development of waterways in Lok Sabha.

3.15 pm: Repealing of archaic bill(s) passed in Lower House.
3.05 pm: “This bill fails to address the differences between various acts like the RBI act, and SEBI act. There are various discrepancies which must be addressed,” Vivek Gupta, AITC said. Gupta also said that the government is trying to fit everyone under a single law, while evidence from past points to the contrary. He said that small and medium enterprises continue to suffer and the Companies amendment bill has nothing to address that issue.
3.00pm: Shiv Sena MP in the Lower House, demanded that along with the 235 archaic laws, the government must also repeal Section 377, which grants Jammu and Kashmir special status.
2.55 pm: Congress leader Mallikarjun Kharge said something to the Chair, who did not allow him to speak. This was followed by the members of his party to stage a walk-out.
2.45 pm: The Speaker continued with the Zero Hour proceedings during which members from ruling BJP and other parties raised various issues.
2.35 pm: “The elections are over and the results are out. I cannot allow you to raise the issue here,” told Speaker Sumitra Mahajan to the agitating members. It had little effect on them as they persisted with their protests raising slogans like ‘Pradhan Mantri maafi mango’ (Prime Minister apologise), even as Mahajan continued with proceedings in the din.
2.25 pm: Members of the opposition party trooped into the Well during the Question Hour after Speaker Sumitra Mahajan disallowed their demand to raise the issue.
2.20 pm: Congress members’ protest over Prime Minister Narendra Modi’s attack on his predecessor Manmohan Singh during the Gujarat polls drew condemnation from the government, which accused it of holding “mock proceedings” in the House in violation of the Chair’s rulings.
2:14 pm: He also said that Manmohan Singh met him personally and informed about the allegation made against him.
2:11 pm: After Jaitley’s remarks, the agitating Congress leaders went back to their seats and and Question Hour took place.
2:08 pm: The Rajya Sabha on Monday saw disruption and repeated adjournments as the Congress demanded an apology from the Prime Minister on the issue.
2:04 pm: Modi, during the campaign for the Gujarat Assembly polls, had claimed that at a meeting in Congress leader Mani Shankar Aiyar’s house, the guests including Manmohan Singh, discussed the Gujarat polls with Pakistan’s High Commissioner to India and former Pakistani Foreign Minister Khurshid Kasuri.
1:59 pm: Intervening, Chairman Naidu informed the House that he held an informal meeting of the leaders of the parties and discussed the issue to break the impasse.
1:56 pm: “In the interest of the House and to maintain its dignity, we discussed the issue to find a way out. I hope government will talk to opposition leaders and will find a solution,” Naidu said.
1:53 PM: FM Jaitley’s assurance came after Leader of Opposition Ghulam Nabi Azad raised the issue as soon as the Question Hour began after a smooth Zero Hour.
1:50 PM: “Levelling allegations during election campaign are not new but some are dangerous for the country and as well democracy. Such allegations have been levelled against a former Prime Minister, a former Vice President and others. His dignity and loyalty has been questioned. That is a big question. The Prime Minister should come to the House and make it clear. If anybody is found wrong, action should be taken,” Azad said.
1:46 pm: The central government on Tuesday invited all the opposition parties to discuss a way out of the impasse in the Rajya Sabha over the allegations levelled by Prime Minister Narendra Modi against his predecessor Manmohan Singh.
1:41 pm: The Congress, which has been demanding Modi’s apology over the remarks, agreed to the idea after Rajya Sabha Chairman M. Venkaiah Naidu held an informal meeting with the treasury and opposition leaders to break the logjam.
1:38 pm: “We will find a solution. We will certainly invite all my colleagues, including the Leader of Opposition, and discuss the issue,” Finance Minister Arun Jaitley, who is also the Leader of the House in Rajya Sabha, said.
1:35 pm: With no reliable data available on the spate of drug abuse and alcoholism, the government has undertaken a national survey on the issue which is likely to be published in March, the Lok Sabha was informed today.
1:30 pm: Responding to supplementaries, Social Justice and Empowerment Minister Thaawarchand Gehlot said Rs 21 crore worth of funds have been allocated for the survey.
1:27 pm: He said the number of people turning up at de-addiction centres indicated that the number of addicts was increasing as also the fact that more and more people were being cured.
1:24 pm: In his written submission, the minister said the last national survey on the extent, pattern and trend of drug abuse was carried out in 2000-01.
1:21 pm: The report, which was published in 2004, had said that an estimated 7.32 crore persons were “users” of alcohol and drugs. Of these, 87 lakh used cannabis, 20 used opiates and 6.25 crore used alcohol.

Newly-elected Congress member Sunil Jakhar said if there was any truth in Modi’s claim that Singh had conspired with Pakistan to rig the Gujarat poll verdict, the government should file a case against the former Prime Minister.
12:39 PM: Parliamentary Affairs Minister Ananth Kumar also urged the Congress members to take their seats and participate in the Question Hour.
12:36 pm: The Question Hour continued amidst din even as Mahajan threatened Congress MPs that she would ‘name’ them. Naming of a member by the Chair generally leads to disciplinary action.
