Bihar is in the same position as Maharashtra was decades ago. Over the years, when tragedies after tragedies claiming lives due to the consumption of spurious liquor started unfolding, the successive State govts were forced to undertake a serious review of the policy of total prohibition. Gradually, the ban was relaxed in a phased manner , leading to a drastic fall in the death rate due to hooch drinking, as well as in the related crimes. It is hoped that Bihar will prove to be the first State to show to the nation as to how this social welfare measure can be successfully implemented.
