The Minister of Communications, Ram Vilas Paswan has appealed to the telecom federations to call of their proposed indefinite strike from September 6. A joint notice for indefinite strike has been given by the National Federation of Telecom Employees, Federation of National Telecom Organization and Bharatiya Telecom Employees' Federation.Paswan said, "every effort will be made to remove apprehensions of telecom employees regarding the corporatisation of the Department of Telecom Services (DTS) and the Department of Telecom Operations (DTO): "As far as pay and pension of the employees are concerned, the rights of the employees will be fully protected. The Government will ensure that all adequate steps are taken to facilitate a smooth transition." He said that the Government will protect the financial viability of the corporatised DTO, which is one of the main concern of the striking employees. The Government will procure the funds required for rural telephony either from the revenue sharing licence fee or direct funding by the Government, he added. Meanwhile, the Group of Ministers (GoM) constituted under the chairmanship of Paswan is trying to resolve all pending HRD-related issues such as pay fixation, pension, retirement benefits, job security, etc.
According to him, 19 out of the 36 HRD-related issues submitted by the staff federations have already been settled. The issues which have been settled broadly relate to the training of the employees, counting of past service for entering into the restructured cadre, conversion of part-time casual labourers to full-time and their regularisation, waiving of recovery of lump-sum payment incentive, etc. The government has also formed an Inter-Ministerial Core Group, under the chairmanship of Secretary, DTS, has been set up to consider the demands relating to pension benefits, job security, etc. The Minister also pointed out that issues being raised by the telecom federations are not within the competence of the Department and therefore, the required consultation with several Ministries has been brought before The Minister also pointed out that issues being raised by the telecom federations are not within the competence of the Department and therefore, the required consultation with several Ministries has beenbrought before the Group of Ministers.
