Power sector needs time till October-end

New Delhi, Oct 21: The Y2K action force has drawn up a comprehensive contingency plan for the power sector encompassing generation, transmission and distribution and load despatch functions, besides the necessary supporting infrastructure.

The period of implementation of the contingency plan is recommended from 9.30 pm on December 31 to 6 am on January 2, 2000.

However, the action force has recommended that state of alert should be maintained at all control rooms of RLDC, SLDC, power stations and sub-stations from the stroke of midnight of December 29, 1999.

Regarding generation, the action force has said that no generating unit may be kept under planned maintenance from December 26 to January 2, 2000. Each REB has to make an assessment of hourly demand from December 31 to January 2, 2000 for the concerned region based on data for previous years and taking into account the growth of load.

The action force report states that thermal generating units with analog control system may be kept at maximum generation level.

Regarding transmission and distribution, the report states that power flow on HVDC back-to-back stations may be kept to the minimum level. On HVDC transmission lines such as Rihand-Delhi and Chandrapur-Padghe, the power flow may be kept to minimum possible level to minimise the impact of their tripping on the grid. Regarding infrastructure, the report mentions that all testing equipment after elimination of Y2K problem, if any, should be kept ready at the respective locations.

Intercoms, PLCC, satellite phones, DoT communication including microwave and wireless should be tested and kept in service and standby satellite phones may also be provided at REBs, RLDCs, SLDCs, important power stations and HVDC stations.

Important power stations and substations, area load dispatch centres, SLDCs and RLDCs should be manned by experienced persons who could handle emergencies.

Crisis centres (help desk) have to be set up at each REB, RLDC, SLDC and major generating stations.
