With power utilities in just 15 of 29 states filing a petition for raising tariffs, India’s electricity mess is going from bad to worse. After being raised by 14% in FY13, tariffs across the country rose just 7% in FY14 and an even lower 6% in FY15. In FY16, while discoms in states like Bihar, Haryana and MP have proposed tariff hikes of 15-26%, states like Andhra Pradesh and Telangana proposed modest hikes of 3-8%. As a result, the aggregate uncovered gap in 11 states rose to R25,300 crore. States like Tamil Nadu have regulatory assets of R28,200 crore and Rajashtan R35,300 crore.
