The deal struck with France for purchase of 36 Rafale fighter jets will bring some “oxygen” to the Indian Air Force into which they will be inducted within two years, Defence Minister Manohar Parrikar said today.

He described as “great” India’s decision to buy these fighters after talks between Prime Minister Narendra Modi and French President Francois Hollande in Paris yesterday, saying it will go a long way in strengthening the IAF.

“Indian Air Force will get minimum oxygen (relief) it requires with this deal…In fact we have not purchased any major new generation aircraft in (last) 17 years.

“It’s a great decision taken by Prime Minister Narendra Modi on better terms and conditions. Procuring 36 planes for two squadrons is an extremely positive decision which was needed,” Parrikar told PTI here.

Modi had yesterday said in Paris that India will buy 36 Rafale fighter jets in “fly-away” condition from France at the earliest by “keeping in view the critical operational necessity of fighter aircraft in India.”

The Defence Minister Manohar Parrikar said Rafale’s induction into the IAF may take two years “as ‘fly-away’ does not mean we will get them tomorrow”.

“It has to be designed as per India’s need,” he said, adding negotiations will be held over their pricing, which are currently valued at Rs 700 crore.

“The RFP (Request for Proposal) procedure for procuring these aircraft had been dragging on for several years. This was started in 2000 and still it was not getting completed because of a lot of confusion so I am very happy that the PM has taken the initiative,” Parrikar said.

He said the fighter jets will be inducted into IAF within a span of two years, adding the ice has been finally broken over the deal. Parrikar did not give any reasons why it will take up to a maximum of two years for inducting these much-needed fighters into IAF.

Experts feel that time may be needed for further price negotiations and refitting the aircraft in tune with Indian requirements. While the government-to-government negotiations may have ended, the forces may have to fine-tune the deal with the manufacturer Dassault.

The fighter aircraft strength has fallen to 34 squadrons from the sanctioned 42 and will further dip with phasing out of MiG-21s and MiG-27s in the next few years.

A small correction, the original RFP was signed for 126 jets at a cost of $12 billion, i.e. @ $96 million apiece!! I guess I know why suddenly BJP started talking about Subhas Chnadra Bose and Nehru's snooping on him!! Subhas Bose has become a political football now for our two-bit politician PM Modi; Bose's disappearance is being deliberately raised to divert public-attention from the scandalous Rafale deal!! I have always maintained Modi is a first-rated pimp, a seasoned "bhadwa". The former chaiwala has showed his true colours!

Will Parrikar kindly explain to us about the "oxygen"? How come the IAF survived without oxygen for so many years?? How is the new deal better? The original RFP (request for proposal) was for 126 Rafale jets (4 generation) at $7.5 billion, i.e. @ $96 million apiece. The new deal seeks to buy 36 jets at $7.5 billion, i.e. more than $200 million apiece!!! Our own 4.5 gen Tejas, with an American engine, costs $26 million apiece!! So, is Parrikar telling us one Rafale jet is more potent than 7 Indian Tejas (which is technologically superior) jets?? Only, two months ago, Parrikar told us India is likely to acquire more Sukhoi 30 MKI is Rafale doesn't honour the original deal (i.e. $96 million apiece)? What's the reason for this sudden U-turn?? Does he have any credibility left now?? Will it be wrong if we call him a fraud now??

A social-media campaign will be started soon to tell people the truth about Rafale deal, about Modi's "transparent" allocation of coal blocks through on-line auctions, Jaitley's commercial interest with Vodafone, Ravi-Shankar Prasad's commercial-interest in Reliance/Mukesh Ambani, Gadkari's commercial-interest in ethanol production/Purti group etc. Every piece of allegation will be backed by news-reports; let people of this country decide for themselves!! A CVC complaint will be filed to investigate the transparent allocation of coal blocks as well to unearth the truth!!

By talking of oxygen the Defence Minister has been honest to acknowledge that the IAF fleet is on a life support system. This is only a small part of the cancer affecting the armed forces. The Navy and the Army are not better off. The cancer that has been spread by previous governments cannot be controlled so soon. But at least the present government is serious about controlling it instead of seeking excuses and "alternative therapies".

Rafale proposal was initiated by the UPA government and subsequently made nonsense by them. The BJP government has decided to go ahead with an initial acquirement of 36 fighters in a move seen as a vital resuscitation of a wasted and shrunken Indian air force. t should be viewed as such and in no other light !
