The Indian Railways has doubled the ticket cancellation charge as it has proposed to change the refund rules to help genuine passengers getting confirmed tickets.

Indian Railways sais that there will be no refund after the departure of train and one has to get the refund four hours before the departure, according to the new refund rules.

The revised refund rules will be effective from November 12.

While cancellation fee of of second class confirmed ticket in 48 hours before the scheduled departure of the train will be increased from Rs 30 to Rs 60, the Third AC ticket will cost Rs 180 as against Rs 90 earlier.

For waitlisted ticket and reserve against cancellation (RAC), one has to avail the refund upto half an hour before the scheduled departure of the train and there will be no refund after that, as per the new rules.

The Second Sleeper class cancellation has been increased from Rs 60 to Rs 120, the Second AC has doubled up from Rs 100 to Rs 200, according to the notification issued today.

The aim of the amendment in the Railway Passengers (Cancellation of Ticket and Refund of Fare) Rules, 2015, is to plug the scope of misuse, said a senior Railway Ministry official.

Now between 48 hours and 12 hours before the scheduled departure of the train, cancellation fee was 25 per cent of the ticket. Earlier between 48 hours and 6 hours before the scheduled departure of the train, the cancellation fee was 25 per cent of the ticket.

Earlier from 6 hours before the scheduled departure of the train and upto 2 hours after the actual departure of the train, cancellation fee was 50 per cent of the ticket.

However, revised rules stipulate that between 12 hours and 4 hours before the scheduled departure of the train, cancellation fee will be 50 per cent of the ticket.

Rules were revised to discourage touts and those ticketing agents indulging in black marketing of tickets, said the official.

Indian Railways has also decided to enable certain unreserved ticket counters to allow refund of reserved ticket.

"Rules were revised to discourage touts and those ticketing agents indulging in black marketing of tickets, said the official." Now the Railway want to be the tout and indulge in black marketing. Why not government starts contract killing, kidnapping, drug peddling. Lets do it in a legal way. Disappointing move. Can Railway increase the capacity and cut travel time ever?? In place of scaling up, Railway just want to make money on existing infrastructure. Very desperate move in last few years: Tatkal, Premuim trains, Premium Tatkal, No Cancellation, 120 advance reservation period. Achchhe Din. Kab???

Its the biggest scam directly with people at large- FIRST increase the advance reservation period to 4 months and THEN double the cancellation charge. ONLY 40% Seats are there for public at large NO NEW Trains and people keep wondering for their waitlisted tickets. ALL under disguise of controlling TOUTS, when railways is authorizing them on other hand- Its so easy to find touts on computers. PUBLIC will shamefully remove these guys in Railway Board and other insution who are trying to making the public service for profit, 80% to cover their coffers and remaining left over for government.

It is worst decision, if they really don't want to book ticket in advance why they will allow book tickets 120days before. NDA government must think about this otherwise they will be paid in future.

Let alone the rules to revise black marketing of tickets or discouraging touts. Why not try to revise rules to improvise existing infrastructure like new bhogies, new trains or sanitation activities..??? Yeah, got the point.. to improve facilities, railway have to spend money. With the said "rules revised to discourage touts..bla bla bla" railway can increase money. Nice justification from officials.. Thumbs down.

I feel this is to increase the rail revenue in smarter way. Currently, the Advance reservation period is 120 days. Trips planned in that much advance time are likely to be cancelled. So it increases the revenue from cancellation by double.. Check this With this move, it increases to 1500 crores :)

Railways seems to act very intelligent, but it would be better if they can eliminate waitlisting completely and provide tickets for all. It requires "out of the box thinking"... that is very rare with government sector.
