7th Pay Commission: Pay revision not to directly apply to autonomous bodies

The finance ministry has said the the award of the 7th Pay Commission will not directly apply to autonomous organisations and the revision in pay scales of such employees should result in minimal burden on the exchequer.

“The autonomous organisations are expected to manage their affairs in such a fashion that their dependence on the central government for financial support to meet the extra financial implications is minimal as such autonomous organisations are expected to be financially self-sufficient so as not to cause any extra burden on the central exchequer,” the ministry said in an office memorandum.

The revised pay scales will not be automatically applicable to the employees of autonomous organisations, it added. According to the memorandum, the administrative ministries concerned will consider such cases keeping in view whether these pay scales are justified based on functional considerations and recruitment qualifications.

In respect of those autonomous organisations that are unable to bear the financial impact on account of the pay revision, the memorandum said they would have to take up the proposal with respective financial advisors.

“While giving concurrence to implementation of the revised pay scales, the financial advisors shall ensure that the extent of government support is kept at a minimum and in any case, the government support shall be more than 70 per cent of additional financial impact,” the memorandum said.

The memorandum further noted that no decision has been taken so far with regard to various allowances based on the pay commission recommendations for central government employees.

          7th pay commission for autonomous bodies has not been implemented so far.why..? if govt can not give them the benefits, it is better to shut these autonomous bodies.......ministers are ready to tale all benefits from these autonomous bodies then why not pay scales to the employees,,,,,,,,shut all the autonomous organizations without any further delay............ come 2019 and then all the ministers and MPs will come begging for vote for BJP...............but no benefits to autonomous bodies........yeh sautela vyavhaar kyon............?kyon.....................?

            Since autonomous bodies are covered under CCS & conduct rules why govt should discriminate in implementing vii the pay commission why no body questioned loss or profit so far. what retired who had put 33 year can do for livelihood if the govt management was sleeping long time means what poor employee can do .

                Previous Govt. in power never maltreated autonomous bodies those are ped by parliament as Insute of National impotence, were always paid at par with Central Govt. Employees. These Insute or organisations don't have any source of earning. If allowed main goal of imparting best education and producing best talent at par or better than developed countries will be lost. Members of parliament and legislative emblies can do personal professions and practice while being members but staff of these insutions & Govt. employees are debarred. PM & FM consider all these aspects and weigh pros and cons. It's my request to all decision taking authorities to consider sympathically at the earliest for national intresting.

                  jo bechaare 20 ya 30 saal se naukri kar rahen hain, ab is stage pe un ke saath dhaukha kyon........naukri par rakhne se pehle bata dete ki central govt ka scale nahin mile ga jab jab bjp centre mein aaye gi......yeh kursi ka nasha ho gaya hai in ko.....2019 mein badla le lena,,,,,,,,,,,,,,,,,,,,,,,,...ab filhaal kuch nahin ho sakta.............
