The background to the constitution of the committee was the repeated demand of the Bihar government to confer special category status to it, to enable greater fund flow to the state to address its developmental deficit, she said in a letter to Prime Minister Manmohan Singh.
Jayalalithaa has urged the Prime Minister to reject the report of the expert committee and not to use it in any form.
She pointed out that the report of the Committee for Evolving a Composite Development Index of States had excluded important dimensions of development, including per capita availability of water and performance indicator of states.
I have gone through the report carefully and I am seriously concerned about the callous approach that the Union ministry of finance has adopted regarding this extremely sensitive issue in Centre-state financial relations in the country, she said.
Jayalalithaa said that environmental status and the need to invest resources to counter air and water pollution ought to have been captured in the index. The index also does not capture intra-state disparities, which require attention as well, she added.
